Constitutions and By-Laws
We the students of Pamantasan ng Lungsod ng Pasay (PLP), imploring the guidance of the Divine Providence, in order to establish a student organization, Math Smart Society, that will unite, socialize especially the Math major, to create harmonious relationship with the school administration, instill consciousness for the advancement in Mathematics, do hereby ordain and promote this constitution and by-laws.
SECTION 1 The name of the student organization hereinafter referred to is the Math (Smart Society). Specific, Measurable, Attainable, Result, Oriented and Time bounded Society.
SECTION 1 The Math Smart Society is composed of all students who are officially enrolled at Pamantasan ng Lungsod ng Pasay.
SECTION 2 Math Smart Society shall organize the relationship between and among the other organization of the college with respect to the interest of the student at the PLP.
SECTION 3 The provision of this constitution upon its ratification shall form part of the policies rules and regulations of the organization, as it is not contrary to the Math Smart Society.
DECLARATION OF PRINCIPLE AND OBJECTIVES
SECTION 1 This organization is known as Math Smart Society shall be nonsectarian and non political. Any member may pursue his/her own religious beliefs. Nobody may use the name of the organization for advantage and benefit of anybody of any religious sector or political group.
SECTION 2 The Math SMART Society shall serve as the main forum for the articulation of the ideals and sentiments of the members of the said society and shall work for progressive partnership between the members and the school administration.
SECTION 3 The Math SMART Society shall embody and uphold the ideals, objectives and policies of the school for the attainment of its vision and mission, particularly those affecting the interest of the members.
SECTION 4 This constitution and by-laws shall promote the realization of an egalitarian member, to uphold and to express freely their views and aspirations to excel in Mathematics.
SECTION 5 The Math SMART Society shall at all cost protect, defend and promotes the rights and welfare of the member.
a.) To promulgate the rules governing its meeting in consonance with the constitution.
b.) To prepare its budget.
c.) To implement policies governing its member in consonance with the constitution.
d.) To Asses and collect fees to finance its various projects and activities.
e.) To administer its own fund and control property.
f.) To keep its books, documents, papers and records free from any manipulation/intervention of the school administration.
g.) To implement disciplinary action to any of its members of officers for a cause provided for in these constitution and its by-laws.
h.) To organize, coordinate and undertake member’s activities to improve their general welfare.
i.) To withdraw and or disbursed from its fund for legitimate purposes as well as for special project approved of the majority of Math SMART Society officers and their advisers.
j.) To exercise such other powers as it may be deemed necessarily.
SECTION 1 The right to express views, opinions and grievances regardless of faith, beliefs and race regarding academic and all other issues that will directly and indirectly affects the members.
SECTION 2 The right to organize among themselves in accordance with the rules and regulations of the organization.
SECTION 3 The right to due process and equal protection of the laws, rules and regulations governing the PLP.
SECTION 4 The right to be informed of all programs, rules and regulations of the administrations involving student’s affairs as to their implementation.
SECTION 5 The right to legal responsibilities and accessible use of all school facilities, equipment and to have its own office.
SECTION 6 The right to confidentiality of records and personal access to them when needed.
SECTION 7 The right to represent PLP in the different student’s leadership training and seminars.
DUTIES AND OBLIGATION OF MEMBERS
SECTION 1 It shall be the duty of the members to uphold the Math SMART Society Constitution and observes the rules and regulations of the organization.
SECTION 2 The rights of members to exercise their duties and rights imposed upon by Article V (Members Rights) hereof with due respect to the rights of others.
MATH SMART SOCIETY, IT’S COMPOSITION
SECTION 1 Composition – The Math SMART Society shall be composed of the officers directly elected by the members in accordance with the Article XV of this constitution entitled Elections.
SECTION 2 OFFICERS
The officers of the Math SMART Society shall be as follows and shall be the board of directors of the organization.
- Vice President
- Representative by year level
SECTION 3 PRESIDENT
The President shall:
a. Be the chief executive and presiding officer of the Math SMART Society.
b. Have the power to call special meetings whenever necessary.
c. Present the Math SMART Society in any conference, convention or meetings.
d. Exercise such other duties as may be prescribed by the Math SMART Society.
SECTION 4 VICE PRESIDENT
The Vice President shall:
a. Assume the duties of the President in his/her absence due to incapacity or inability to discharged the functions and such other matter as may assigned to him/her by the Math SMART Society board of officers.
b. Assist the President in decision making.
c. Exercise such other duties as may be prescribed by the Math SMART Society.
SECTION 5 SECRETARY
The Secretary shall:
a. Keep accurate minutes of Math SMART Society meetings and shall attend to the giving noticed of meetings.
b. Be the custodian of records, documents and papers of the Math SMART Society.
c. Take charge of the official’s correspondence of the Math SMART Society.
d. Call the rule before the opening of meetings.
e. Record and attest the minutes and meetings of Math SMART Society.
f. Exercise such other duties as may be prescribed by the Math SMART Society.
SECITON 6 TREASURER
The Treasurer shall:
a. Be the custodian of all funds and properties of Math SMART Society.
b. Keep accurate and effective report duly audit by the auditor, to the Math SMART Society through the President.
c. Take charge to the preparation of the budget and disbursed merit funds only in accordance with the standing policies of the Math SMART Society.
d. Exercise such other duties as may be prescribed by the Math SMART Society.
SECTION 7 AUDITOR
The Auditor shall:
a. Examine and audit the books of accounts and properties of the Math Smart Society from time to time and shall make report of his/her audit hereof the Math SMART Society through the President.
b. Certify the correctness of the annual report of the Treasurer and audit the semestral financial statement of the Math SMART Society.
SECTION 8 REPRESENTATIVES
The Representatives shall:
a. Hold meetings and submit recommendations in all matters relative to the Math SMART Society.
b. Present any problem encountered to the President as well as Math SMART Society officers.
c. Take charge and perform other duties as may be assigned to him/her by the Math SMART Society.
QUALIFICATION OF CANDIDATES
a.) Resident in PLP at least two (2) years for the position of the President and Vice President.
b.) Must be morally upright, value-oriented with three (3) professors as his/her character references for position he is arising for.
TENURE AND TERM OF OFFICES
SECTION 1 The tenure and office of all elected Math SMART Society officers shall be for one school year or until their successor are elected.
SECITON 2 Any officers can run for any elected position which they desired to occupy for two (2) terms. A candidate may run for two (2) consecutive terms in a certain position.
RESIGNATION AND VACANCIES
SECTION 1 If the position of the President becomes vacant through insert resignation, disqualification or any cause, it shall be filled by the Vice President.
SECTION 2 Any other vacancies shall be filled through the appointment of the President and approved by the body.
SECTION 1 An Annual Convention should be held every first week of July where the President is expected to render an annual report of his/her achievements and the Treasurers financial report.
SECTION 2 There should be two (2) regular meetings of the Math SMART Society every month.
SECTION 3 A special meeting if the Math SMART Society may be called by the President whenever necessary.
The order of the business during the regular meetings of the Math SMART Society is as follows:
2. Roll call and call to order
3. Determination of the quorum
4. Reading and approval of the minutes of the previous meetings.
5. Matters arising from the minutes of the previous meeting.
7. Other matters
SECTION 1 The legislative powers of Math SMART Society shall be vested in the board of officers.
SECTION 2 The officers of Math SMART Society shall be composed of the members elected in accordance of Article XV (Election)
SECTION 3 The Math SMART Society shall be responsible for the enactment, amendments of resolutions and policies that shall govern the member’s related activities and welfare.
SECTION 1 The funds of the Math SMART Society shall come from the membership fee.
SECTION 2 Every member including incumbent officers of Math SMART Society shall be charge TWENTY PESOS (Php. 20.00) for registration fee every semester.
SECTION 3 A separate official receipts shall be issued by the Math SMART Society Treasurer or in his/her absence, any duly authorized Math SMART Society officer thereof, to each student upon render of payments.
SECTION 4 All expenses shall be given a financial report and receipts by the Math SMART Society Treasurer and Auditor duly Approved and signed by the Math SMART Society President.
SECTION 5 All fund raised/collected by the Math SMART Society shall be deposited in a reputable bank in the name of the Math SMART Society President, Treasurer and Auditor.
a. Proposed activities/projects using the Math SMART Society funds shall only be approved by the Math SMART Society board of officers in any of the following:
1. That such activities/projects shall bring into all benefits to the members and it must be worthwhile.
2. It must establish some general income.
3. It is for emergency purpose.
SECTION 6 The balance of the funds of the Math SMART Society from the previous School year is returned as funds for the next succeeding year and the said balance shall be set-aside for the Math SMART Society of the proceeding school year.
SECTION 7 The Math SMART Society boards of officers is automatically allowed to withdraw cash from its funds to be use as petty expenses for each month for its operating expenses.
SECTION 1 The Math SMART Society shall have at least (3) advisers. The advisers shall be an instructor/professor of Mathematics of any colleges in the PLP and is willing to uphold the principle and goals of the organization.
SECTION 2 The advisers must be a good example to the students as well as the faculty. He/she shall possess any of the following:
1. Good record in school.
2. Morally upright
4. Competent instructor/professor
SECTION 3 The Math SMART Society advisers should be selected by the majority of the board of officers of the Math SMART Society through elections.
SECTION 4 The adviser shall:
a.) Receive, give comments and suggestions regarding the activities and affairs of the Math SMART Society.
b.) The tenure of the office of the adviser shall be coterminous with the incumbent Math SMART Society officers.
SECTION 1 The members of the Math SMART Society shall elect the set of Math SMART Society officers composed of President, Vice President, Secretary, Treasurer, Auditor, P.R.O. and four (4) Representatives of each level.
SECTION 2 Only members of Math SMART Society can be vote during Math SMART Society Election, regular or irregular students.
SECTION 3 In election of year level representatives, the student of particular level will vote for their corresponding representative only.
SECTION 4 Math SMART Society election will officially held every fourth (4th) week of June.
SECTION 1 All pertinent document of the preceding school year be submitted before the end of the school year and outgoing officers should turn over their powers to the incoming officers and surrender all documents and financial matters to incoming officers especially President, Treasurer and Secretary.
This constitution and by-laws shall take effect upon the ratification and adoption of the majority of its bonafide members.
The constitution and by-laws may be amended by the seventy percent (70%) votes of council during an Annual Convention.
