COLLEGE OF EDUCATION STUDENT COUNCIL

Constitution and By Laws

 

PREAMBLE

 

We, the student of City University of Pasay (Pamantasan ng Lungsod ng Pasay), imploring the guidance from the divine providence, in order to establish a Student Council for the College of Education (COED) that will unite, protect and promote rights and general welfare of the studentry, to create a harmonious relationship with the school administration, instill national consciousness for the advancement of the Filipino youth, do herby ordain and promote this constitution and by laws of the College of Education Student Council (COEDSC).

 

ARTICLE I

NAME OF THE ORGANIZATION

 

SECTION 1

NAME

 

The name of the organization shall be known as the College of Education Student Council, an organization in tertiary level of the College of Education – City University of Pasay.

 

SECTION 2

ACRONYM

 

The name of the organization shall be known and called in its acronym as COEDSC.

 

 

 

SECTION 3

OFFICE

 

The College of Education Student Council shall have an office inside the campus premises that is with the Dean of College of Education.

 

ARTICLE II

VISION AND MISSION

 

SECTION 1

VISION

 

The College of Education student Council upholds the integrity of the college, the quality and relevant educational services it renders and envisions students worth and proud of being education students of City University of Pasay.

 

SECTION 2

MISSION

 

Develop solidarity and cooperation among the education students by protecting their rights as members of the school community, provide opportunities to enhance their talents and skills and develop their abilities as future teachers.

 

ARTICLE III

MEMBERSHIP AND COMPOSITION

 

SECTION 1

MEMBERSHIP

 

All enrolled Education Students, including those who are taking teaching  units.

 

 

SECTION 2

REGISTRATION

 

Registered members must follow the following guidelines:

 

2.1. Pay the approved membership fee of the organization.

2.2. Obey the policies and guidelines prescribed in the University Handbook and of the club.

2.3. Support the activities and projects of the department and

2.4. Be a responsible and respectable member of the Education Department.

 

SECTION 3

MEMBERSHIP FEE

 

The membership fee shall be paid upon enrollment every semester. Collected membership fee must under the account of College of Education Student Council (COEDSC). The bank account must be under the name City University of Pasay – College of Education Student Council signed by the Auditor, President and Treasurer.

 

SECTION 4

COMPOSITION

 

The set of officers of the COEDSC shall be composed of the President, Vice President, Secretary, Treasurer, Assistant Treasurer, Auditor, P.R.O, two (2) Business Manager, Sgt at Arms and one (1) Representative per year level.

 

ARTICLE IV

         ELECTION OF OFFICERS AND TERM OFFICE

 

SECTION 1

RULES GOVERNING ELECTION

 

1.11 DATE AND PLACE: The election of the officers of the College of Education Student Council shall be held in the school premises every last July of each school year after CSC election of officers.

 

1.2. POWER TO VOTE: All education students specifically shall be allowed to vote.

 

1.3. ELIGIBILITY FOR CANDIDACY

 

                      1.3.1. Only registered education students are qualified to file for candidacy with no falling grade can be candidates for major positions such as Treasurer, Secretary, Vice President, and President. First and Second year education students shall be eligible for the other positions subject also to the load and grade requirement.

                     1.3.2. Candidates must possess good moral character as signified by the Dean and the Guidance Office.

 

                      1.3.3. Candidates must be endorsed by at least three (3) faculty members, one (1) of which be the Dean of the College, Department Chair or Department Head belonging to the Education Department.

 

                       1.3.4. Former officers are eligible to run for new position or for re-election provided they meet the above mentioned requirements and or qualifications.

 

SECTION 2

TENURE OF OFFICE

 

2.1. The term of office of elected officers shall for a period of one (1) year until their successors shall have been elected EXEPT for officers who shall have graduated before such election.  Upon graduation, they are deemed to have ceased from their connection with the college in terms of position in the COEDSC, and are required to file their clearance to the Dean’s Office before graduation.

 

2.2. The term of officers of the members of the committees shall be within the duration of the special project/s duly signed by its chairman unless otherwise revoked for cause.

 

2.3. All officers of the College of Education Student Council (COEDSC) shall assume office five (5) days after proclamation and shall serve for a term of one (1) school year subject to the provision of 2.1., 2.2.and 2.3.

 

SECTION 3

RESIGNATION AND VACANCIES

 

3.1 RESIGNATION: In the event of resignation or inability of officers to perform his duty. The rule of succession will be observed. Said leaving officer, however is  not exempted from submission of clearance, necessary report duly signed by the Treasurer of the club, the President, the Adviser and the College Dean.

 

RULE 3

SCHEDULE OF ACTIVITIES

 

SECTION 1

 

For all intents and purposes the COEDSC Election shall be observed in the following manner:

 

1.1. Creation of COMELEC

1.2. Distribution of Certificate of Candidacy

1.3. Filling of Candidacy

1.4. Briefing of Candidacy

1.5. Campaign Period

1.6. Election Day

1.7. Canvassing of Votes

1.8. Oath Taking

 

 

 

 

 

SECTION 2

PARTY LIST SYSTEM

 

The COEDSC shall have three (3) Party Lists to be approved by the CUP COMELEC; Independent party shall not inhibit provided that the qualification herein set forth is complied with.

 

SECTION 3

CAMPAIGN HOUR

 

All COEDSC candidates shall campaign only from 8:00 – 10:00 am for the morning session, 1:00 – 4:00 for afternoon and 5:00 – 8:00 pm for the evening classes within the herein designated campaign period.

 

SECTION 4

MANNER OF POSTING PROPAGANDA

 

All Campaign propaganda in any from should not be posted elsewhere except on the right sidewall of the second floor and outside the office of the Dean of Education and must be approved by the Commissioner an Ads. Stickers and the use of paste like starch are strictly prohibited. (Poster should not exceed the Standard Cartolina Size.)

 

SECTION 5

NUMBER OF CUP PRECINT WATCHERS

 

 Each precinct shall have two watchers for each party however they are not allowed to stay inside at the same time, one will act as a reliever.
